He is currently the Chief Science Research Specialist and Head, Technology Management & Services Division, Philippine Rice Research Institute (PhilRice). William A. Dore is the vice president of Sales at Louisiana Rice Mill, a premier exporter of U.S. milled rice on the Gulf Coast.  He joined Louisiana Rice Mill in 1978 after working as a Certified Public Accountant.    He served as the Chairman of the US Rice Millers Association (RMA) 1991-1992. The RMA has represented the U.S. rice milling industry since 1899, making it one of the oldest agribusiness trade organizations in America.   In 1992 he was elected the 60th International Rice Festival Honoree.   Mr. Dore holds a Bachelor of Science

Roehlano Briones is a Fellow at PIDS where he specializes in agricultural policy. He was the lead expert in the drafting of the rules and procedures for the ASEAN Plus Three Emergency Rice Reserve (APTERR). He has published papers and co-edited two books on the economics of agriculture and natural resources, rural development, food security, international trade, and the macro economy. He received his Ph.D. degree in economics from the University of the Philippines and did postdoctoral research at the WorldFish Center in Penang, Malaysia.
