Mr.Miranda holds Bachelor of Science in Agriculture (1979) and Master of Science in Rural Development (2004) from Central Luzon State University. He also works as National Coordinator, Upland Rice Development Program of the Philippines Department of Agriculture. He is currently the Chief Science Research Specialist and Head, Technology Management & Services Division, Philippine Rice Research Institute (PhilRice). He also worked as Deputy Executive Director for Development and Officer-In-Charge of the the PhilRice. The following works by Mr.Miranda were honored: - His paper “When Parking the Plow has More Benefits” (Reduced Tillage Technology) was judged best paper at the 23rd FCSSP National Scientific Conference in May 2015.- He received Achievement Award in Extension at the FCSSP 22nd National Scientific Conference in March 2013.- His paper “Development and Promotion of Location-specific High Yielding Technology for Intensive Irrigated Rice Areas in Nueva Ecija” was judged best paper at the 20th FCSSP Scientific Conference in May 2009.- His work “Partnership for Agricultural and Rural Transformation –Improving Farmers’ Lives” was judged best paper and best poster at the Crop Science Society of the Philippines Scientific Conference in 2008.- He was awarded the Outstanding Public Official during the 22nd Anniversary of PhilRice in November 2007.
